There are about 75 policies overall including 25 new ones introduced in this game. These decisions can affect the battle (by offering various advantages) or the campaign as a whole (by altering popularity or expending funds). This expansion uses an updated version of the Dynasty Warriors 4: Empires system policies are offered by officers and can be accepted or declined.The entire cast from Dynasty Warriors 5 returns along with the ability to create an edit character from the Xtreme Legends title.
Like the previous Empires expansion, the game focuses on the player's ability to simulate a leader taking and controlling territory, eventually becoming a powerful leader controlling China. Dynasty Warriors 5 Empires (真･三國無双4 Empires, Shin Sangoku Musou 4 Empires) is the second expansion for Dynasty Warriors 5.
